Election Guideline - Memorandum Of Understanding

GUIDELINES FOR 2025 LOCAL GOVERNMENT & LOCAL COUNCIL DEVELOPMENT AREA ELECTIONS

  •  PAYMENT OF ADMINISTRATIVE FEES AND RETURN OF FORMS:

Political Parties must obtain the following LASIEC forms from the Commission’s Headquarters, 1 Lancaster Street, Sabo, Yaba, Lagos starting from Tuesday 22nd April, 2025:

LASIEC 001 – Data Forms for person seeking election into LGA/LCDA.

LASIEC 002 – Submission of List of Candidates by Political Party.

LASIEC 007 – Nomination of Candidates for Chairmanship Election.

LASIEC 007A – Nomination of Candidates for Vice Chairmanship Election.

LASIEC 008 – Nomination of Candidates for Councillorship Election.

Deadline: 12:00 noon, Tuesday 20th May, 2025.
Form 001 must be completed and returned by Thursday 22nd May, 2025.


  • PAYMENT

Administrative charges for nomination processes:

Chairman: ₦150,000

Vice Chairman: ₦75,000

Councillor: ₦50,000

Payment should be made into Lagos State Government account via:

Revenue Code: 33101

Agency Code: 77095

Note: Female Candidates and Persons With Disabilities (PWDs) are exempted from administrative fees.


  • ATTACHMENTS TO COMPLETED FORM:

Each candidate must attach:

Curriculum Vitae;

Birth Certificate or sworn affidavit of age;

Minimum age: 25 years (Councillor), 30 years (Chairman/Vice Chairman);

Party Membership Card;

Candidate’s Voter Registration Card;

Sponsors’ Voter Registration Cards;

Educational qualification (min: Secondary School Certificate or its equivalent);

Letter of disengagement from employment (must be at least 30 days before the election).

  • NOMINATION:

Chairman/Vice Chairman Candidates: Must be nominated by 20 registered voters in their LGA/LCDA from at least two-thirds of the wards.

Councillor Candidates: Must be nominated by 10 registered voters in their ward.

 

  • VERIFICATION OF CANDIDATES’ DOCUMENTS:

Will take place at the Commission’s Headquarters between Thursday 26th – Monday 30th June, 2025 from 10:00am – 6:00pm daily.

  • LIST OF VALIDATED CANDIDATES:

Displayed at the Commission’s Notice Board on Tuesday 1st July, 2025.

 

  • WITHDRAWAL OF NOMINATION:

Political party may withdraw a candidate by submitting a signed letter (by the Party Secretary) between Thursday 29th – Saturday 31st May, 2025.

A candidate may withdraw by notifying their political party in writing, which shall be forwarded to the Commission between Monday 2nd – Monday 9th June, 2025.

  • DISPLAY OF VOTERS REGISTER:

At Ward Collation Centres on Saturday 28th June, 2025.

 

  • ELECTIONEERING CAMPAIGN:

Only one rally per location at a time per Political Party/Candidate.

No abusive/inciting words.

Campaign must be within the Ward or LGA/LCDA of contest.

Focus on Party Manifestos and programmes.

No inducement, bribery, or religious/sectional campaign.

No campaigns after 6:00pm daily.

Campaigns end Wednesday 9th July, 2025 by 6:00pm.

 

  • PENALTY:

Violations of these guidelines attract sanctions as per LASIEC Law 2008 (as amended)
